If the potential for a dress to incite lust is 100%, yet some people remain unaffected then that reduces its effectiveness. Everyone knows that certain styles and modes of dress are sexually provocative, furthermore utility is not the priority when choosing clothing, it is far more important that the clothing be dignified.
