Following the resignation of Tung Chee-Hwa as, seen by most Hong Kong residents as a stooge for Beijing, his deputy Donald Tsang is now assuming the post of Chief Executive. Tsang is a respected civil administrator, and was even knighted during the days of British rule. He grew up the sone of a policeman, has a fashion sensibility described as “flamboyant,” and goes out to dinner or parties with his wife almost every night. Also unusual in a communist country, Sir Donald is a devout Catholic.
Of course, under the “one country, two systems” policy, Hong Kong has retained a fair degree of independence from China in cultural, financial, and political spheres. Still, the Legislative Council is only half-elected, the other half is pro-China appointees. The Chief Executive is directly appointed by Beijing. Since Hong Kong’s return to Chinese rule, Tsang has pretty much been toeing the party line.
