Did a Council say the Pope is God?

HOW TO EXPLAIN THAT THE POPE IS NOT GOD AS SAID IN THE
( Fifth Council , Session IV , year 1512

" Let us take care not to lose that salvation , that life and breath which you have given us, for you are our pastor , you are our doctor , you are our governor , you are our husband , finally thou art another God on earth"
 
You are referring to the 5th Lateran Council. The statement is not part of any official text from the Council. You can find the full text of the Council’s teachings here.

The Church has never taught that the Pope is God or divine or any such thing.

That quote is attributed to Christopher Marcellus in a speech he gave addressing Pope Julius II at the Council. The speech, however, is not a teaching of the Church. We can debate his intent in using that wording and whether it was appropriate, however that still doesn’t make the statement a teaching of the Church. Something said in a speech is not the same thing as a teaching of a Council.
