Did Christ build the church upon Peter or upon the confession of Peter?

When Jesus said: (paraphrase)
Who do you say I am? and Peter responded, “The Christ the son of God” and Christ said, “Upon this rock I build the church”- a Protestant would say Jesus meant he built His church upon the confession of Peter, not on Peter. How does the Catholic faith respond to that?
