Did God create evil?

Since God can do all things, did He create evil? I know He is all good and can create only goodness, but by creating goodness did He not also create evil? Now I know that evil is a lack of goodness, and when God created creatures he gave them free will to choose good. But when they rejected goodness, did they not choose something else, evil? How could they chose it if it wasn’t there? Thanks, Sawtoothranch
