Was it Jewish custom to allow their sons to stay and learn at the temple, like Samuel from the Old Testament? I ask mainly because the New Testament is silent on Jesus’ life from the time he was 12 to when he started his ministry at 30.

While the Gospels are silent on the particulars of much of what happened to Jesus between his birth and his public ministry they do clearly state that he was with his parents:
Joseph rose and took the child and his mother by night and departed for Egypt. He stayed there until the death of Herod…When Herod had died… he departed for the region of Galilee. He went and dwelt in a town called Nazareth, so that what had been spoken through the prophets might be fulfilled, “He shall be called a Nazorean.”
- Matthew chapter 2
When they had fulfilled all the prescriptions of the law of the Lord, they returned to Galilee, to their own town of Nazareth. The child grew and became strong, filled with wisdom; and the favor of God was upon him…He went down with them and came to Nazareth, and was obedient to them; and his mother kept all these things in her heart…
