really? It is my first time to know that even in non-Lenten Fridays we have to abstain from meat. Is there a penalty if one does not do this?

Yes, universal law specifies all Fridays of the year, except solemnities, as days of abstinence from meat. But in the Philippines one can substitute with an appropriate penance, an act of piety or charity.

Penalty, yes. Probably venial sin.
