Did people go to heaven before Jesus' resurrection?

The church teaches that Jesus descended to the place of the dead/hell where he brought the good news and the message of salvation to those who died in a state of grace.

But in the transfiguration Moses and Elias appear.

Were they from heaven or the place of the dead? Did some figures like Joseph go to heaven before the resurrection of Christ?
