The debate about how much Pius XII did and should have done about Hitler has been going on for several decades. Did he write anything against Stalin during WWII? By the start of WWII Stalin had murdered millions in the Soviet Union. It seems to me that if Pius XII had explicitly condemned the actions of Hitler and not explicitly condemned the actions of Stalin at the same time, he would have been taking sides.

During WWII Pope Pius XII was publicly neutral and did not publicly condemn the Soviet Union in order to avoid being seen as siding with one evil over another and possibly exacerbating the issues facing oppressed groups.

After the war, in his letter Sacro Vergente Anno, Pope Pius XII wrote:
On the outbreak of the last terrible and protracted conflict, we did all that was in Our ability, with the word, with exhortations and action, so that the disagreements were healed through an equitable and just peace, and that the peoples all, without distinction of race, they would join a friendly and brotherly, and collaborate together to achieve greater prosperity.
Never, even at that time, came from Our mouth a word that might seem unfair or harsh to the belligerents. We certainly tried, as you had, any iniquity, and any violation of law; but what we did in order to prevent with all care all that could become, although unjustly, because of major afflictions for the oppressed peoples. And when somewhere you put pressure because we in some way, either verbally or in writing, we approve the war waged against Russia in 1941, we agreed never to do that, as we expressed it openly February 25, 1946, in his speech before the Sacred College and to all the diplomatic missions to the Holy See.
