You know why the person who believes will be saved? Why the person who confesses and believes will be saved? Because that person will take the advice of Scripture and be baptized!The word of God tells me:
Acts 16:30-31
“…what must I do to be saved? And they said, Believe on the Lord Jesus Christ, and you shall be saved…”
Romans 10:9-10
“That if you shall confess with your mouth the Lord Jesus Christ, and shall believe in your heart that God has raised him from the dead, you shall be saved. For with the heart man believes to righteousness; and with the mouth confession is made to salvation.”
Matt 16:16
They “shall be” or "will be’ saved because for people who believe the next step, logically, is to be baptized (a la John 3:5, "Amen, amen, I say to you, no one can enter the kingdom of God without being born of water and Spirit.).16 Whoever believes and is baptized will be saved; whoever does not believe will be condemned.
The other issue is that sometimes Paul will say one thing and it will be simplified, in that the one thing he says encompasses everything else needed. An expansive view of faith encompasses obedience and love-- which surely cover baptism, works of charity and much more.
