Did the Holy Spirit mold/influence history? Is this the Church's teaching?

Is this the Church’s teaching?

I wrote a blog entry using this assumption as one of my foundations, and I need to know that it’s taught by the Church.

God’s will is being done whether we obey Him or not. But God does not force us to do what He wants. He does however, pour out His grace so that if we accept it and cooperate with it, He may do His will, through us.

Philippians 2:13 For God is the one who, for his good purpose, works in you both to desire and to work.
For since Christ died for all, and since all men are in fact called to one and the same destiny, which is divine, we must hold that the Holy Spirit offers to all the possibility of being made partners, in a way known to God,

The Holy Spirit proceeds from the Father and the Son. The Holy Spirit teaches us what we need for conversion and salvation. This is God’s teaching. The Holy Spirit gifts us as God sees fit. And guides us as God sees fit.
