Did they "trim" that Papal Mantle?

That gorgeous cope that His Holiness wore for the Urbi et Orbi and Vespers appears to have belonged to Bl. John XXIII. However, didn’t John always use a Papal Mantum? If so, is it possible that the Cope was a Papal Mantum, but they decided to shorten it? I saw it, it is no where near the length of a mantle.
