Did this priest lead members of the parish into mortal sin?

That could be. It could also be because the church serves two large cities with many Philippino and Hispanic Catholics, both of which are very religious and seem to make up the majority of the congregation.

Since I’m not from this Archdiocese and not a member of the parish, it wouldn’t feel right reporting it to the archbishop. I’m sure there are bigger problems in the Archdiocese of Los Angeles that he’s dealing with.

I know mate, maybe you can just have a talk with your priest about this, I’m sure he’ll understand if you just explain to him what bothers you.
 
If they are Filipino and Hispanic Catholics, my guess is that this priest is not the only priest they see/ deal with/ hear from and that they are unlikely to stop going to church or confession even if he tells them it’s not necessary.

I’d suggest removing the parish link from your post (you can still edit the post right now). Talking about goings on at this or that parish is allowable to a point. It’s generally frowned upon to positively identify priests and parishes when airing criticisms, though.

I understand where you’re coming from; I am not slandering the priest or his congregation. I’m only asking out of genuinely concern for my family and the faithful of the church.
Not only that, you asked a fair and important question. If he wasn’t doing anything that is questionable, then talking about it wouldn’t appear to be negative to anyone. Truth is truth. Recognizing it isn’t gossiping.
