Diocese protocol for religious priests?

Does a religious priest, for example an Augustinian, need permission from the bishop to offer retreats, conferences, distribute sacraments in bishop’s diocese?
 
Generally speaking, no he would not need special permission. As long as he has faculties from his Superior than a religious priest’s faculties are accepted by a diocese. All the priest has to provide is a letter of good standing (called a Celebret letter) from his Superior.

However, in particular cases or for a grave reason a bishop could refuse to let a religious priest minister in his diocese.
