Yet it looks a lot like substituting one set of rules and regulations for another.

Rules are required to regulate human behavior. Rules define what is acceptable vs. what isn’t. If a society is to be civilized it requires rules.

The key question should be which rules help you get eternal happiness vs simply keeping you out of jail.
