You’d need to be more specific. There are many dispensations that can factor into a marriage. Is it a dispensation from the proper form (a Catholic wedding), dispensation from certain requirements for preparation, or something else?Does having a dispensation to marry mean the marriage can not ever be annulled?

Why would it? A dispensation doesn’t mean that one or both of the couple couldn’t be entering into the marriage with some defect. It just means that one or both of them went through proper channels for permission to wed.

No. It means you can’t use the “lack of form” as a way to void the marriage because you should be taking the pre-Cana classes and speak with the priest. An annulment would have to be proven the same way as a couple who was married inside the Church.Does having a dispensation to marry mean the marriage can not ever be annulled?

There are three things that have to come together in order to have a valid marriage: marital consent, properly expressed, by two qualified persons. A dispensation can involve the latter two items–the public expression of consent and “disqualifying” facts about a person. In other words, a Catholic can be dispensed from the requirements of canonical form and/or ecclesiastical impediments such as disparity of cult, age, consanguinity, etc.
Dispensations, then, can never have anything to do with the consent of the Parties. Most declarations of nullity are based on defective consent. The answer to your question, then, is certainly “no.”
