Basically the Dems don’t want the debate to get bogged down in technicalities: if they charged bribery, Trumps’ defense would immediately become “well, ‘investigations into a political opponent’ don’t count as a ‘thing of value’ so it wasn’t technically bribery since he didn’t solicit a ‘thing of value’.”

Technicalities are kinda important when it comes to the law, like what crime are you being charged with!

Excluding any legal charges means there are no standards they have to work against, they can just use their personal outrage as justification to overturn the election process.
