Do all people who commit suicide go to Hell?

A woman I know indirectly (friend of a friend) who was deeply into substance abuse recently committed suicide. If someone is in an impaired state and cannot make rational decisions, or is mentally ill, is that person condemned to Hell?

Is it even appropriate to pray for someone’s soul if they are most certainly in Hell?
