Do Brown Scapulars Trump Moral Sin?

The Blessed Mother promised that anyone who dies while wearing the Brown Scapular “shall not suffer eternal fire.”

If a person has an unconfessed mortal sin but dies while while wearing the scapular, will that person still go to Hell or will the scapular “override” the mortal sin and still allow the person to still enter Heaven?

No, scapulars do not “trump” mortal sin. If someone dies unrepentant of their mortal sin then they cannot attain salvation.
The wearing of a scapular is meant to be an external sign of our internal devotion. Thus someone who has consecrated himself to Mary and prays regularly would be most unlikely to be in unrepentant mortal sin at the time of death.
If someone is wearing it as a “fashion” or as a superstitious emblem then they can’t really be said to be wearing a scapular of their life’s devotion.

Note the decree from the Holy Roman General Inquisition under Paul V on January 20, 1613:

" `It is permitted to the Carmelite Fathers to preach that the Christian people may piously believe in the help which the souls of brothers and members, who have departed this life in charity, have worn throughout life the scapular, have ever observed chastity, have recited the Little Hours [of the Blessed Virgin], or, if they cannot read, have observed the fast days of the Church, and have abstained from flesh meat on Wednesdays and Saturdays (except when Christmas falls on such days), may derive after death—especially on Saturdays, the day consecrated by the Church to the Blessed Virgin—through the unceasing intercession of Mary, her pious petitions, her merits, and her special protection.’ "
