Is not attending Mass on Sundays and Holy Days a mortal sin if I have no good excuse? Is it the same for a non-Catholic?

Catechism of the Catholic Church:
**2181 **The Sunday Eucharist is the foundation and confirmation of all Christian practice. For this reason the faithful are obliged to participate in the Eucharist on days of obligation, unless excused for a serious reason (for example, illness, the care of infants) or dispensed by their own pastor. Those who deliberately fail in this obligation commit a grave sin.
Sunday worship applies to all who know and understand the obligation. Protestants who do not know the Church to be the true Church obviously don’t have the requisite knowledge to be guilty of a mortal sin in this regard.

Holy Days of Obligation do not apply to non-Catholics because the laws of the Church only apply to Catholics (canon 11).
