Do I have a moral duty to give to beggars?

The church teaches we must help the poor, feed the hungry, clothe the naked, tend to the sick, and visit the imprisoned. That I agree with 100%
However, does this mean I have a moral duty to give to beggars? I’m concerned that if I give them money, they’ll spend it on booze or drugs, which I don’t want to enable. I also read a lot of beggars refuse to work. Does the church have a specific teaching regarding beggars?
