Please refer to the first quote I posted from John’s Gospel:
Here is the establishment of the Petrine Ministry, where Christ confers His own authority on Peter and his successors:21 He said therefore to them again: Peace be to you. As the Father hath sent me, I also send you. 22 When he had said this, he breathed on them; and he said to them: Receive ye the Holy Ghost. 23 Whose sins you shall forgive, they are forgiven them; and whose sins you shall retain, they are retained.
This charge to Peter has been passed down to 265 popes in a line of unbroken succession, going from Peter to the present Pope Benedict XVI. Christ was not going to leave his Church unattended. Peter is the visible head of the Church, but always acts in concert with Christ.16 Simon Peter answered and said: Thou art Christ, the Son of the living God. 17 And Jesus answering, said to him: Blessed art thou, Simon Bar-Jona: because flesh and blood hath not revealed it to thee, but my Father who is in heaven. 18 And I say to thee: That thou art Peter; and upon this rock I will build my church, and the gates of hell shall not prevail against it. 19 And I will give to thee the keys of the kingdom of heaven. And whatsoever thou shalt bind upon earth, it shall be bound also in heaven: and whatsoever thou shalt loose upon earth, it shall be loosed also in heaven.
Now, in this passage, some of the authority is also conferred to the rest of the apostles and their successors, the bishops:
15 But if thy brother shall offend against thee, go, and rebuke him between thee and him alone. If he shall hear thee, thou shalt gain thy brother..16 And if he will not hear thee, take with thee one or two more: that in the mouth of two or three witnesses every word may stand. 17 And if he will not hear them: tell the church. And if he will not hear the church, let him be to thee as the heathen and publican. 18 Amen I say to you, whatsoever you shall bind upon earth, shall be bound also in heaven; and whatsoever you shall loose upon earth, shall be loosed also in heaven
So, the other apostles, too, and their successors, have a share in the ministry of Peter and his successors.
The binding and loosening them is prevelant in the Gospels, and it helps to form the basis for the sacrament of Penance (Confession), but, it is more pronounced in John’s Gospel because it is the most direct reference. Here, Jesus is giving his direct authority to his apostles to do this. Do you really think that this authority died with the death of St. John? No. It was passed on to the successors of the Apostles.
