If one lives in a community where the parish is committing severe liturgical abuses and one has children they wish to shield from these abuses… would one be exempted from their Sunday Obligation?

Side Note: The Bishop has been contacted and is making no move to correct these abuses. There are no parishes nearby which this family can move to.

While the situation you describe is very unfortunate, it does not excuse someone from their Sunday obligation. As long as nothing is invalidating the Eucharist then any negatives are far outweighed by the true and real presence of Christ in the Eucharist.

Redemptionis sacramentum:
[184.] Any Catholic, whether Priest or Deacon or lay member of Christ’s faithful, has the right to lodge a complaint regarding a liturgical abuse to the diocesan Bishop or the competent Ordinary equivalent to him in law, or to the Apostolic See on account of the primacy of the Roman Pontiff. It is fitting, however, insofar as possible, that the report or complaint be submitted first to the diocesan Bishop. This is naturally to be done in truth and charity.
