Do Oriental Orthodox ever pray to Catholic saints or Eastern Orthodox Saints?

No, it is not a difference in belief.

It is a difference in pious devotional practice.
 
There is definitely some controversy regarding St. Augustine, since at least for post-schism Orthodox, some of the issues Orthodox have with Catholics are seen to have origin with Augustine’s theology (namely original sin and the Filioque).

So unfortunately, I do think Augustine in the more recent centuries has been the whipping boy for anti-Latin polemics. So much by some that some have thought him not a saint (how could a saint be so theologically wrong) and also because he is the source of the Catholic errors.

However, I think this is all in the polemics of modern Orthodoxy. For sure, he is in our synaxarion (list of saints) and is also in our liturgical books with a dedicated Feast Day. Furthermore, there is also the fifth Ecumenical Council that says:

_We further declare that we hold fast to the decrees of the four Councils, and in every way follow the holy Fathers, Athanasius, Hilary, Basil, Gregory the Theologian, Gregory of Nyssa, Ambrose, Theophilus, John (Chrysostom) of Constantinople, Cyril, Augustine, Proclus, Leo and their writings on the true faith. (Session 1 – Extracts from the Acts: Emperor Justinian’s Letter Read Before the Fathers)

P.S. Do NOT think that if an Orthodox calls him “Blessed” Augustine, that the person is not acknowledging his sainthood. If I’m not mistaken, Pope Gregory referred to him as Blessed Augustine in one of his letters, and St. Photius called him Divine Augustine, and also in Pope Vigilius’ confirmation of the fifth Ecumenical Council:
…and especially the blessed Augustine, who was in very truth illustrious in the Divine Scriptures… The Decretal Letter of Pope Vigilius in Confirmation of the Fifth Synod

I didn’t know that if a person is called Blessed, then he must be a saint?
 
Catholic Church has these degrees of sainthood: blessed or saint.
Through heavily latinised School of Kiev in 16-19 centuries, Moscow Patriarchate reduced title of Augustine to blessed, because of his opinions that differ from the teachings of the many Eastern fathers.
 
For Orthodox, we don’t have “degrees” of canonization. For Catholics, you have Servant of God, Venerable, Blessed, and if fully canonized then Saint (and which title they get depends on where they are on the process to full canonization).

Orthodox don’t have such a technical process of canonization and we don’t have levels of canonization. So if an Orthodox saint says blessed/saint/venerable/divine/etc., then definitely the person is recognizing the sainthood of the person.

Edit: for example, Blessed Xenia of Petersburg is definitely a fully recognized saint in the Orthodox world, yet a lot of people call her blessed.

I honestly wouldn’t be surprised if the Kiev school did that from the negative connotations associated with Augustine (and since they were latinized, having the distinction between blessed and saint is no surprise).

However that doesn’t change the rest of the Orthodox world who still consider him officially a saint, and is also on our liturgical calendar, and also since at least for the traditional process of canonization, we don’t have a distinction between blessed and saint. To my knowledge, Russia does consider a Saint today, so if they mistakenly removed his saint title, at least it is corrected today.

Edit: although not the most reliable source, orthodox wiki suggest St. Augustine was actually added to Russia’s liturgical calendar during the Western Captivity period.
