Do priests need permission to forgive any sin?

According to a story in the USA Today (not a great source of information, I’ll allow), Pope Francis has said, “I have decided, notwithstanding anything to the contrary, to concede to all priests for the Jubilee Year the discretion to absolve of the sin of abortion those who have procured it and who, with contrite heart, seek forgiveness for it,”

The story goes on to say, “Priests normally need a bishop’s approval to grant absolution for abortion.”

I have always believed that a priest, in the Sacrament of Reconciliation, acting in persona Christi, has the power to grant absolution for ANY sin.
