Do You Believe Our Deaths Are Preordained?

Here are some passages from scripture which show that God does preordain our days here on earth. Job 14:5-6 “The days of man are short, and the number of his months is his months is with thee: thou hast appointed his bounds which cannot be passed. Depart a little from him, that he may rest, until his wished for day may come, as that of the hireling.”
 
I have a question. If God is all knowing and knows the decisions you will make, then why does God let serial killers, rapists, and drug dealers to be born which only cause havoc on the Earth. I understand these people have free will, but why would God create these people while knowing that they would CHOOSE to live that way?
Jesus Heals a Man Born Blind
1As he went along, he saw a man blind from birth. 2His disciples asked him, “Rabbi, who sinned, this man or his parents, that he was born blind?”
3"Neither this man nor his parents sinned," said Jesus, “but this happened so that the work of God might be displayed in his life. 4As long as it is day, we must do the work of him who sent me. Night is coming, when no one can work. 5While I am in the world, I am the light of the world.”

6Having said this, he spit on the ground, made some mud with the saliva, and put it on the man’s eyes. 7"Go," he told him, “wash in the Pool of Siloam” (this word means Sent). So the man went and washed, and came home seeing.

Why does GOD permit bad or evil things to happen? While I don’t claim to have the definitive answer this side of Heaven, this passage from John 9 gives some insight. GOD uses bad or evil events to reveal his glory, one only has to look past the evil to find it.
