Do you have to be Catholic to receive a blessing?

A friend of mine told me that her friend approached a priest about giving her a blessing (she’s looking for peace because her grandmother is dying) and he wouldn’t give her one because she’s not Catholic.

Can priests only bless Catholics?

A simple blessing is a sacramental and can be imparted to non -Catholics by clerics unless there is a Church prohibition to the contrary (canon 1168, 1170).

As far as I know, the blessing of the friend or even her sick grandmother (either or both being non Catholic) would not contain such a prohibition. Catholic chaplains often do this for non Catholics, whether the sick person or the family of the sick person. I know I have.

Unless there is more to the story, I would be at a loss to explain the actions of the priest.
