It means that if the Bishop comes across a situation in which he doesn’t not have the expertise to solve, he is to go to those who have that expertise, in particular the Vatican.

Other, most “liturgical abuse” claims are over the top IMO. This is not a “heterodox vs orthodox” issue at all. It is just different styles of spirituality across different dioceses. All Dioceses are made up of different people, some who prefer an older style and some who prefer a more modern style, but there is no reduction in spiritual gain in any of the differences of styles.

By definition, a liturgical abuse involves disobedience. That is a heterodox vs. orthodox issue.

The worst liturgical “abuse” in our diocese(that I’ve seen) is hand holding during the Our Father.

Withing my parish (cluster, actually) the level varies, depending on which Mass you attend. I used to think it was the priest but now we only have one so he apparently goes with the liturgical preferences of the group that attends each Mass.
So 9:00 – Confetior, Gloria, metal sacred vessels: 11:00 – no Confetior, no Gloria, glass vessels. I don’t know if there is a “liturgy committee” behind this. I haven’t been to the 7:00pm since that is the folk music Mass.

PS – when assisting at Mass our Deacon wears his stole crosswise, like a Boy Scout sash – is this proper? Never seen it before.

Good heavens, only in the Catholic church does not following the rules turn into simply a different “style” of spirituality.

There are rules to follow in the rubrics of the mass; if a priest doesn’t follow them he’s not being more “spiritual”, he’s being heterodox. Same with the laity who don’t follow the norms established by Rome.

Yes, that’s how you identify him as a deacon. Deacons do not ever wear the stoles straight in the same way as priests do.
