Does a Latin Mass require permission?

At our Bible study this morning, one of the women said that a Mass could not be said in Latin any longer without permission. Is this true?
 
This person is half-right. A Tridentine Latin Mass – that is, a Mass according to the rubrics in use in the Roman rite before the reforms of the liturgy promulgated by Pope Paul VI – requires the permission of the local bishop (called an indult) for its licit celebration. The standard rite of the Mass that we have today may be celebrated in Latin by any priest on his own initiative.
