No disclaimer on the site claiming it is their intellectual property.
As long as you are using it for your personal use (not like the people that put it on the website) you are not breaking any rules or denying anyone any profits.

It’s not a big deal, but my antennae go up when someone so clearly states “it’s public domain.” Very likely, it’s not.
