Does God change his mind?

I was reading Jonah 3:1-10 and at a glance it seems that God “altered” his plan to destoy the Ninevites. However, in reality I believe it is a lesson in confirming God"s love in forgiving us when we offend him.
I am asking this question to get the Church’s position on this matter.
