Yes, God loves us but we separate ourselves from God’s love by sin. God’s love remains, it is we who change.
Consider the parent whose grown child never visits. The parent can love the child but the child’s absence renders him/her unable to actually receive that love. Remember the story of the prodigal son (Luke 15). The father loved the son and ran to him when he returned, it was the son who chose to separate himself from the father.
God’s love cannot be conditional since we are born with original sin. We cannot please God without His grace. God’s love/grace comes before our response (Romans 5:6-8). In this is love: not that we have loved God, but that he loved us and sent his Son as expiation for our sins (1 John 4:10).
