How you interpret verse# 15 of Genesis 9:12-15:
“And God said, "This is the sign of the covenant I am making between me and you and every living creature with you, a covenant for all generations to come: 13 I have set my rainbow in the clouds, and it will be the sign of the covenant between me and the earth. 14 Whenever I bring clouds over the earth and the rainbow appears in the clouds, 15* I will remember*** my covenant between me and you and all living creatures of every kind. Never again will the waters become a flood to destroy all life.”

No, of course God doesn’t need reminders-we do. But the only language we have to talk about/think about God, and indeed, the only language He can use to talk to us about Himself, is human language. We cannot conceive of infinite power, or knowledge, or any of the attributes of God, because our minds are finite. So there are many places in Scripture that use human concepts and constructs to talk about God.

In addition, the first 11 chapters of Genesis - the pre-history - uses language in a very mythological way. I don’t mean “myth” the way we use it in ordinary speech, to mean a made-up story. I mean it in the literary genre sense - and those kinds of stories - the “origin stories” or “just-so stories” of our faith - are all about seeing God’s loving, personal action and agency revealed in the world. Other cultures may have seen the accidents of a bunch of giants fighting or the exploits of a crafty animal god - our God reveals Himself as a Creator who cares for us, who acts intentionally in our lives and who desires - stunningly unlikely - friendship with us.

God is eternal and immutable. There isn’t a change in Him. Also, strictly speaking about the language here, if I were to say “When I wake up, I will remember to put on pants before I leave the house.” does not imply that I have ever gone outside of my house without pants.
