Does God talk to you? And how?

Someone I know of thinks the words: ‘Speak of My Love for you,’ keeps coming to them,
But what could such a command from Jesus mean?
 
JRR Tolkien used to pray to the holy angel of inspiration, and used to get ideas for his writing after praying. And his writing all mirrors scripture. He had a phrase, all words written must reflect The Word.
 
How? It seems to be a command to tell the world how much Jesus loves them?

Almighty God would let you know to recognize His voice by His chosen ways. Each word is like gold. The Holy Spirit can also confirm. I never write down.
The Holy Spirit sometimes answered by thought during the long meditation when we are holy.

Jesus said “The Holy Spirit will teach you all things, and remind you of all that I told you”.
John 14:26
 
What did his voice sound like?
What kind of accent?
Or if it sounded like no accent to you where are you from?
