Does "HOLY BIBLE" refer only to the Catholic Bible?

I learned that the Holy Bible is considered “holy” because the Catholic Church, through the bishops (or was it a Pope?) declared it “holy” being inspired by the Holy Spirit. Can we then say that the versions used and interpreted by other religions are not really holy bibles? If their interpretations are different from the Catholic!s, then they are not referring to the Catholic Holy Bible.
 
The Protestant versions of the Bible are also Holy Scripture, which is the God-breathed, inspired word of God. They’re missing 7 books plus some small parts of books in the OT, but there’s nothing wrong with calling them “Holy Bible”.

The interpretations are not IN the Protestant Bibles, they are good translations for the most part; unlike the Book of Mormon, for example, which would NOT be considered Holy Scripture according to the Catholic Church (or even the Protestant churches, I believe.)

The only problem I can see would be referring to a Protestant Bible “Commentary”, that is where the differing translations might lead a Catholic into error. Just for example: in Revelation, the “woman clothed with the sun…” whom Catholics see as Mary–depending upon which commentary you use, this woman is anyone from Israel to Mary to a Redeemed Eve. You can see where there would be confusion.
