no baptism can never be repeated, and it is a sacrilege to do so. What can be done, should a person who cannot prove the fact of baptism wish to join the Church, is conditional baptism, wherein the priest says "If you are not already baptized, I baptize you . . . " with the rest of the Trinitarian formula. Your friend should see her priest. This will not be done until all avenues of securing a record or testimony of witnesses are exhausted.

You cannot receive Baptism except once. A priest will only conditionally Baptize you if they have serious doubts about the validity of the Baptism. If they are certain that it was not valid they will Baptize you through the proper process.
