Does Mass celebrated after 4 P.M. 'count?'

What I mean by “count” is if it fulfills the obligation. For example, if you go to Mass on 6 P.M. on a Sunday, does that fulfill the Sunday obligation? The parish I attend offers Mass for Holy Days of Obligation usually at 7:30 P.M. Do these Masses fulfill the obligation?

I’m only asking this because I heard that liturgical days begin at 4 in the afternoon. Therefore, if one goes to an evening (after 4 p.m.) Mass on Saturday, he fulfills his sunday obligation.

On some Catholic Universities, Notre Dame comes to mind, you will find Masses in the late hours of Sunday night!
 
For the purpose of meeting your obligation, the Church tries to make it as easy as possible. Nut only do you have the full day itself – midnight to midnight – but you also have the evening before. So the Sunday obligation can be met anytime from Saturday evening through midnight on Sunday.

That’s not quite accurate. A liturgical day (for most purposes) is midnight to midnight. Your obligations may be met on the preceding evening. The only exception I can think of is that the Liturgy of the Hours for Sunday begins on Saturday evening (same with other Solemnities).

Most liturgical days begin at midnight.

All Solemnities (which includes all Sundays), the liturgical day begins in the evening (of the calendar day). It isn’t just the prayer; it is the liturgical day.
