Does papal infallibility mean sinlessness?

It is my understanding that the Church teaches that the Pope is “infallible”. Does that mean he is sinless? And/or does it mean his decisions are never wrong? When does this infallibility begin – at the moment of his election? What are the sources of this belief? How does this belief square with the facts of blatant sin by some popes in the early church?
