Does priest have to follow the GIRM despite the Bishop?

Even if the Bishop does not promote or advise diocesan priests about the changes mandated by the Holy Father, are they still binding? If a lay person were to give the priest a copy of the GIRM or other document, is he obliged to follow it even if the Bishop has not advised the changes?
 
A priest is required to follow the GIRM, unless his Bishop lawfully has an indult for some particular section.
 
That is a difficult situation for the pastor to be in. Since it is the Bishop who is responsible for the Liturgy in his diocese.
