In heaven, there are no bodies, ergo no technology. Remember: after death, our souls go to heaven, but our bodies remain separated (as dead worm food).
After the Second Coming, our bodies are remade. The Earth is recreated, wiping out the Fall. Our souls are reunited with our bodies, not in heaven (which remains a spiritual realm), but on the recreated Earth (which is united with but distinct from Heaven).
On the recreated Earth, there will certainly be technology of some sort, simply because any manipulation of nature technically creates technology. You build a house: technology. You pick up a stick off the ground and use it as a walking stick: technology. Grab a stick, put a string on it, bait it, throw it in the river, that’s a fishing pole: technology. Write a book: that’s a pen and paper and binding, which is three technologies in one! You forge metal, blow glass, build a lens, and put it all together to make a rudimentary telescope: technology. You press intricately patterened silicon into a thin semiconductor substrate, you’ve got yourself an integrated circuit, and pretty soon a computer: technology.
We will certainly not need technology to survive in the recreated Earth, as Thomas demonstrated in the Summa. But there’s a lot of cool stuff we would want to do that would be very difficult without some kind of tech. Unless we’re giving up fishing, reading, writing, skywatching, and warming ourselves by the fire in our cozy parlors in the new world. And I admit that that’s possible, but doesn’t seem all that likely to me.
As with many, many questions about the details of man’s final destiny, this question is fundamentally unanswerable, because we simply lack enough data to build firm premises from which we can launch a sound argument that reaches a definite conclusion. But the speculating is certainly fun!
As for the origin of technology in this world, we can attribute divine inspiration to many (in some sense, to all) of the works of Man, but, since technology is a manipulation of the natural physical world, and the natural physical world exists in this realm only and not in Heaven, all technology originates primarily from living, physical creatures – i.e. living human beings.
