Does the Church allow ordination of women?

In our Parish Bible Study last night we got on the topic of Women’s Ordination. One of our members said a Bishop can ordain anyone. The requirements are that the ordination be both valid and licit per Canon Law. He said at present it is not “licit” to ordain women, however it is a valid ordination. Can you point me to any Church references that address this point?
