Does the Church allow us to replace godparents?

Good morning. My question pertains to the changing of Godparents. The Godmother of our son who s 5 years of age, passed away two years ago and the Godfather (who is not related in anyway to the Godmother), has ended his freindship with the family and has no involvement or contact with us for the more than 3 years. Our son does not know who he is and I do not know if he is still a practicing Catholic. Based on these circumstances, doe the Church allow replacing the Godparents? If so, what are the procedures?
