Does the Seal of Confession apply to personal actions?

One of the most important suggestions from the Australian Royal Commission on Institutional Abuse was that the Australian Bishops recommend a change to Church practices on the seal of confession. But I think the chances that the Commissioners are jointly or severally agents of Satan are notary great.
