If the new formulary was brought in in 1964 and the new Mass was brought in in 1970 then they must have for a short while.
Good technical point.

I do, however, think it’s safe to say that all the Missals between 1963 and 1969 have been in effect abrogated.
 
Not true at all. If anything people are little more aware of the Latin grammar and spellings and pronounciations than the English.
That’s true now. But back then the older priests built up a lot of speed. For many, especially for daily mass, they went really fast and a morning mass at which there was no homily and not many communicants could be over in just over 20 minutes. The words didn’t have to be intelligible to the congregation. As a parallel, think how fast some people say the rosary. It sounds like a drone and doesn’t really sound reverent. Of course it is reverent because of the state of mind of the person praying but it may not sound that way to a listener.

One good effect of the NO is that people are more used to listening to and understanding what the priest is saying. So when they go to a TLM they expect the priest to pray loudly and intelligibly and they pay more attention. I think the modern TLM mass is probably said more reverently than in the 1050’s.
