No 1 only applies to man. In God there is no potentiality, his Will is immediate. The Catholic Church teaches De Fide that God has a Will and that he wills the Good without discursive reasoning.

Creation for what purpose? God is complete since it is absolute truth and absolute truth turns to be not complete prior to creation since it was potentially needed to complete the absolute truth hence the absolute truth is not complete as far as there is any changes.This is seen in the fact that man, created by God, has a will. What do you mean by perfect? Will is will anyway.Many would say that god has the perfect will: unchangeable and eternal.
Therefore, he has no will as we would understand the word. After all, our will is highly volatile and impermanent.
What do you mean with perfect form? Form is form anyway.God’s will is then the governing force in the universe. You might say god IS will. He/she/it is consciousness, awareness and purpose in perfect form.

Man’s intellect is discursive, he has to think things over. It moves from potentially knowing something to actually knowing something. And his will judges the truth of the conclusion.Immediate toward where and what?
Yes, God’s will is free. God created man to do his will, but he left him free to obey or disobey. Evil occurs when man disobeys what he knows is true.Then I have two other question: 1) Is God’s will is free? 2) Why God created man with free will knowing that the outcome is evil?
It is true God is complete and content in himself. But he created man to show forth his glory and power. Creating man does not entail any change or imply any defect in God. Man ;and all of creation display God’s power and glory. And while man can do evil things, God will make all things good in the end, in the end all things will complete His Plan for them.Creation for what purpose? I believe the real question should be whether God has compatibilist or libertarian free will.

My main question is that we clearly see changes in state of existence if we accept there was a beginning, beginning of creation, hence there must be a potentiality toward existence that it does not exist in creation itself hence it has to be caused by God, namely in on decision “be so here it is”. God does not use discursive reasoning. He knows all things without having to think things over. He knows them " immediately. " And his will confirms that what he knows is true. Actually, in God, his existence, his intellect, his knowledge, his will, etc are all one, they are who he is. In God there is no movement from potentiality to actuality. He is and he knows, he is and he wills, etc.
