If you would read the Catechism of the Catholic Church you would find answers to all your questions.

Smoking and drinking is not a sin. Even Jesus drank wine.
Excessive eating, smoking, drinking are mortal sins, and yes drunk driving is a mortal sin .

All earthly authority comes from God, so violating any earthly law that is not counter to God’s Law is, indeed, immoral.
