There is no Marriage Rite within a Communion service?Only a validly ordained priest can consecrate hosts, not a deacon. If the deacon is permitted to officially witness, to receive the marriage vows, he may be permitted to give previously consecrated Hosts during the ceremony. Your friend would have to consult with her priest about this.
title of post is confusing, because it does not agree with question within post. Yes she can receive communion, it will be that reserved in the tabernacle, consecrated at an earlier Mass. No the deacon can never consecrate the Eucharist, only the priest can do that and only in the context of the Mass. A wedding service presided over by the deacon will NOT be a Mass, it will probably consist of liturgy of the Word, exchange of vows, and distribution of communion (which will probably not be done if many of the guests are not Catholic, or if both spouses are not Catholic).
