is it necessary to incense Easter candle every Sunday during Easter time?
 
Necessary? No. I’ve not seen that be the practice because here, incense is not typically used every Sunday of Easter. Ergo, it can’t be necessary. There may be more to it than that, however, and I’m sure someone will be able to clarify if that’s the case.
 
No. Incense is not required every Sunday (even during Easter), so incensing the paschal candle cannot be required.
On certain days during the Easter Season we (my parish) use incense, such as on Ascension Thursday. I’ve seen some priests incense it, and others incense the altar and cross but omit the candle.

Incense the paschal candle only during the Easter Vigil; no other day.
It’s a little more subtle than that.

Father Ed M. did offer that it would be acceptable to incense the Pascal Candle at the entrance procession; specifically because the rubrics allow for incensing other images at this time. Acceptable, but by no means required.

Incensing the Candle at the offertory? Or at the Gospel? No, to both. The rubrics do not allow for even the possibility of incensing the Candle in those places.
