When Church documents call the Roman Church “the mother and mistress of all churches” what does that mean in relation to the Eastern Rites?
 
From the Council of Trent:
CANON III.-If any one saith, that in the Roman church, which is the mother and mistress of all churches, there is not the true doctrine concerning the sacrament of baptism; let him be anathema.
The Profession of Faith of Trent:
I acknowledge the holy Catholic Apostolic Roman Church for the mother and mistress of all churches; and I promise and swear true obedience to the Bishop of Rome, successor to St. Peter, Prince of the Apostles, and Vicar of Jesus Christ.
 
The Council of Trent is binding upon all Catholics, regardless of their liturgical rite.
