I suppose this is the most related place to post this question???

Let’s say a person wants to petition/write a member of the clergy in a high place (above a local parish) and wants a response. Is there a proper procedure for this?
Or
Is there a link/source that details how to do such a thing and who to ask within the hierarchy about a specific issue and get a response?

The Permanent Deacon is accountable to the Diocesan Bishop. The parish Pastor (priest) is responsible to the Diocesan Bishop. A Religious Order Priest is responsible to his Provincial or Superior as well as the Bishop of the diocese where he is located. The Bishop is accountable to Christ in Spiritual matters. He is accountable to the Pope and Roman Curia in administrative matters.

What about the “other guys”…For example, there are people at the Vatican that takes care of different aspects of the church such as Evangelization/Outreach, Liturgy, Education, Vocations etc…
Is it proper to write straight to the Vatican representitives offices or is there priest/bishop that have additional duties in each country to address things?

Any Catholic, whether Priest or Deacon or lay member of Christ’s faithful, has the right to lodge a complaint regarding a liturgical abuse to the diocesan Bishop or the competent Ordinary equivalent to him in law, or to the Apostolic See on account of the primacy of the Roman Pontiff. It is fitting, however, insofar as possible, that the report or complaint be submitted first to the diocesan Bishop. This is naturally to be done in truth and charity.

The apostolic constitution Pastor Bonus specifies the competencies of the different dicasteries of the Holy See: Secretariat of State, the congregations, the pontifical councils and commissions, etc.

You may write to them directly. As a rule, the diocesan bishop will receive notification and a copy of your communication.

Just out of curiosity, what are the odds of someone getting a response to a “purely” theoretical dubium submitted to a dicastery (meaning that one is not trying to have a particular case resolved so much as seeking official clarification for use in forming opinion or later debate)?
